I just bought one of these at a surplus store in Myrtle Beach for $15, nearly new condition. It was really sticky and, of course, stinky. It did come with a pad and a stiffener.
*Side note: it's just big enough for a folded 7" barrel Sugar Weasel (or similar)

They did come with Stiffeners and they were also made in DCU

The interior seams on these need to be sealed with glue. They will fray like crazy until they eventually blow out.

And yes the patrol pack did have a pad and stiffener just like the later assault packs.

It's fascinating to see the evolution of the assault pack. This takes a lot from the IIFS system, with its assault pack. The front pocket is basically identical, two buckles and a drawstring. The straps are also basically the same. The IIFS pack had only a foam pad and no stiffener. The one I had at the time didn't come with one. This pack seems to be an improvement from the previous system. I currently run the current assault pack in DCU and it's been great to me for everyday carry.

What's that single row of molle in the front upper of the pack for?

I see they kept the single row of molle on the top of the bag but what pouch is that even used for?
