Was ONI Evil?

The Spartans helping win the war against the Covenant was mere luck, because they were created to fight the rebels who, despite being usually portrayed as the bad guys, had a point in not wanting to join the UNSC.

Yes they were evil. Just because it turned out okay in the end doesn't mean it was not. They didn't create Spartans for The Covenant. They made them to fight other humans.

ONI had to face the threat of annihilation and win. They did it.

too be fair, the Spartan 3s were willing subjects of the program, and 4s were adults

Another thing to mention; the spartan II program started well before first contact with The Covenant. Makes it much harder to justify.

The only evil thing they did was not kidnap more children. If we had 20, 000, 000 Spartans than the covenant wouldn't stand a chance. Neither would the orphanages.
