As Pastor Nicholas has mentioned, he was not reading the Bible for the guy in front of him, but for the other people who were standing around.

Exekiel 23:20 is actually referring to a story (parable) that God gave to Exekiel talking about Israel and how they had prostituted themselves to false gods and how God would punish them. Read the paragraph after this.

Ezekiel 23 is a metaphor or illustration about Israel...more specifically Jerusalem (Aholibah in this chapter). God is reminding them that they forsook Him and turned to other gods/the world.
