Yep, and thats why LA is so poorly planned and serviced in general. Basically all of LA County into OC and San Bernadino is a single contiguous metropolis run by dozens of little fiefdoms, each of which is governed by tiny city councils, and the county overall has the same tiny board of supervisors as every other county.

It should really have it's own form of government with every neighborhood having it's own local council like new york.

Same thing with Las Vegas. What alot of people think that the "Strip" is Vegas, but in reality its actually part of an unincorporated town called "Paradise".

Same things exists in Mexico too. Large parts of the continuous sections of metropolitan areas, such as Monterrey or Guadalajara, are administratively of separated “cities”. It seems like that someone doesn’t want the entire urbanized area to be administered as one single city.

Always thought this. Honestly the map shows the rampant inequality in the city. A gaping hole near downtown for Beverly Hills. They don’t want a single tax dollar to leave their circle.

Wilmington and San Pedro used to be their own cities, but because of the port, they were absorbed by the city of LA over 100 years ago.

The biggest reason cities succeed from LA is about property tax and who gets it. Also some cities have drawn their borders to omit areas they don't want to be responsible for maintaining.

Cincinnati OH has a similar weird layout.
The city proper makes up less than a 1/4 of the core metro with dozens of smaller cities filling the cracks.

The San Fernando Valley is one of the most leftover parts of the city of Los Angeles because the needs for this basin vastly differs from the rest of Los Angeles proper. And the people that call the shots are the residents of Bel Air (who host all the major political fundraisers) that have done everything in their power to block a heavy rail line along the 405 which has one of the worst rates of congestions and turns into a parking lot during rush hour.

Every major city has weird stuff like that. Most of it is because when cities grow they offer surrounding areas to be annexed, but not everyone agrees.
