Mikey isn't dumb he lacks focus out of all the brothers combined he is the most naturally gifted raw talented best fighter out of all of them Master splinter even said that the reason why he was giving the nunchucks was also to teach him focus and due to the fact that his gift for fighting think about it an immensely complicated and dangerous weapon to wield with just one by itself yet he wields two of them and uses as easy as if he was playing with a toy

I think with the bow staff for Donatello it’s more about actually learning martial arts cause Donnie is all into tech. So the bow staff forces home to learn how to properly fight. If he had a sword he could easily rely on just stabbing everyone and focus on his tech more. But in serious situations lack the skill leaving him as a liability.
