To be honest. I think that Hades could have left the Isle whenever he wants. He is a God. No fairy magic spell could hold him. Let alone would Zeus let his brother be a prisoner. Plus the ember doesn’t hold his power just like Malificents staff doesn’t hold her power. I personally think he just stayed on the Isle to be close to his daughter and watch over her. As he said he left her mother not her.
