I feel like this one could have been better explained by saying that if floor(sqrt(x)) = y, then the biggest possible value for x is (y+1)^2-1 (or y^2+2y), since any value of x that is at least (y+1)^2 will have a square root at least y+1, making the one below that the biggest possible. So you can take 4 and apply x -> (x+1)^2-1 three times to get the end result.
