Vader also wasnt trying at all, he barely attacks and just blocks her, and pretty much refuses to use the force

Vader is powerful. But he is glazed too much. He isn’t some untouchable god, he’s been in many hard fights as Vader. So Cere who was preparing to meet him again for years giving him a run for his money makes complete sense.

He acually had the upper hand till cere dropped the burning bookshelf on his, partly damaging his breathing apparatus, also given how this game is set in the same year as the kenobi series vader isn't exactly at his 100% at the moment

Vader normally uses peoples fear against them. Fear is what he used over anything to be so powerful as it was always radiating from people in his presence. He failed to do this against cere in survivor and instead had to adapt to use ceres lack of fear against her. She brought too much confidence in that final blow attempt which Vader used a force pull to redirect her attack away from him. If she would have been more cautious maybe she would have survived. Vader couldn't use ceres fear against her and underestimated her leading to him almost being defeated. But let's face it Cere never had the experience in lightsaber dueling to be able to make the last second choices that Vader did making that fight even more impressive on the account of ceres raw power which aids in reflexes and lightsaber combat. Just not in the same way training does.

Darth Vader played and testet her at the very beginning, she took that to her advantage and overwhelmed him.

This is also a younger version of vader where he just barely scrapes by true jedi masters, whereas his older self is more seasoned and refined whith his new body and cybernetics.

I'll give Cere this, she put up a fight against Vader...and not many can say that. I'm not sure I would have made the match as close as they did, but I get that this was a send off for the character. Besides, we've gotten used to Vader being an absolutely unstoppable force many times now within Star Wars media. It was perhaps a bit satisfying to see him actually have to try for once...
