To every who has tried all methods but still can't get rid of it. I have been working on this problem for a few days. I have tried all kinds of methods but none of them has worked. Finally I figured out. Just go to Setting-->Accounts-->Access work or school and delete one or more "work or school account" connects (in my case, it was my daughter's school account). Problem solved.

Another thing that could cause this issue would be if you somehow have a school/work account linked. You can check that by going to settings>Accounts>Acces work or school and making sure no accounts are connected.

Under Options the only choices I have are:
0 - security
1 - required
2 - enhanced
3 - optional

And no full. Which one should I choose?

IF ITS STILL NOT WORKING Just go to Setting-->Accounts-->Access work or school and delete one or more "work or school account" connects. In my case it was Teams account (created by school) and that was the case. Now my problem solved.

Not sure if this is the reason why but I don't have the 'Full' option after you've clicked enabled, and the thing didn't work when I'm trying to change my background picture. Would appreciate any help.

What to pick if there's no "full" under the options tab part?

When I clicked on Allow Telemetry, I followed what you did and selected enabled. When I clicked on the drop down under options, full didn't come up, the only options that came up were: security, required, enhanced and optional. No idea what went wrong, could you help?

I don't have a run option. I have 0 - Security Enhanced only, 1 - required, 2 - Enhanced and 3 - Optional. I chose all and did as suggested but I still see *some settings are managed by your organization* on Windows Updates. I am not in a domain.

If didn't work for you try: opening windows defender firewall > allow apps or feature > scroll down to remote desktop > click "Change settings at top" so you can check boxes for domain private public or w/e. click ok
