An operating budget consists of all revenues and expenses over a period of time (typically a quarter or a year) which a company, government, or organization uses to plan its operations. On the other hand, a cash budget template is based on actual inflows and outflows of cash, as opposed to being based on accounting principles such as revenue recognition, matching, and accruals.
