Im an arborist in Canada and when we grind a tree stump we always get locates. its free, a phone call and within 24 hours they will have anything that should be marked. but once in awhile they do make mistakes and miss a line. luckily we have only ever hit 1 cable line but if it was a unlocated hydro or gas line things could have been very different and our company would be held responsible even though the private locate company was at fault. *be safe when digging* if you hit sand where you dont expect it there is something under you want want to mess with!!
