Windows has had "Step Recorder" built in since at least windows 7. It has similar functionality to this. Maybe not as clean or pretty. Just click the search and type step then select step recorder.

So far i was doing video guides how to edit videos for my team. And watching this video i came up with an idea to upload a video instruction on YT, create chapters and share the link only team members. This way if they need to watch only particular step they can go to chapters and easily find the right timeline
