i think the capitol takes parts of colorado, too, along with the corners of wyoming and utah. from what i’ve seen, most of wyoming is district seven, which makes sense seeing as that district specializes in lumber.

In the books, District 12 is said to be near the Appalachia Mountains, the mountains are between District 12 and the Capitol.(I suck at geography, especially American geography, so if west Virginia and Kentucky are near the Appalachia Mountains then mb)
