A third implication is that he couldn't find/couldn't be bothered to find a parking space and unsummoned the car while he was in Wal-mart. Then he walks out the door, summons the car, and drives off without the hassle of having to find said car again

Actually, depending on the magic system, the second option might make perfect sense.
For one, it's not too uncommen a rule for magic systems, that effecting living matter is way more difficult and prone to risk, so not only would teleporting the car be easier, the wizard also wouldnt run the risk of comming out on the other end as a jumbled mess.
Secondly it could be that he can only summon his car because it has some sort of enchantment put onto it that makes it possible.
