Sans seems like the type to walk to the side of the screen JUST out of reach of the battle box and where clover can move their SOUL to shoot, I think it just fits his rule breaking self and the way he does things.

Sans would just outright fuck with clover, the second they enter the battle clovers loaded gun somehow is suddenly completely empty, and sans would use the ammo to feed his pet rock right infront of clover mid battle

Sans abuses the battle system. It has nothing to do with speed. He'd just dodge since he avoids the impact sprites in the battle system.
