It certainly works to drive up prices for everyone who has to pay for it.

No. It does nothing to curb the rising costs. If, on the other hand, put everyone under 65 in a high deductible Medicare program, you will make progress. It will be Medicare, with a $10, 000 up front patient pay. The patient will have the option of covering his own cost, or buying insurance to cover the $10, 000. Most young healthy people will opt to pay their own way, as most see a doctor about 1 time a year. This saves them paying premiums, yet they have catastrophic care.
We need to include, that all hospitals, doctors, and medical facilities have up front pricing, so people know what they are signing up for.
