Each rocket stage is actually just fuel tanks joined together. To do that you have to use stainless steel.

Your sequence is incorrect. For Manned Starships they will likely launch a tanker and refuel that tanker until it has enough fuel for a Manned Starship to go where it needs to go. Then they will launch the manned ship and refuel it all at once. It reduces the amount of time the crew spends waiting around for fuel and the amount of times a Manned ship would need to dock.
