Rotating Villain: when the majority party has enough votes to pass populist legislation, party leaders designate a scapegoat who will refuse to vote with the party thereby killing the legislation. The opposition is otherwise inexplicable and typically comes from someone who is safe or not up for re-election. This allows for maximum diffusion of responsibility.

America seems to have the worst of both a strong and weak party structure.
Worst of a strong party structure, is that entryism into the party by non traditional politicians and voting blocs is extremely hard.
Worst of a weak party structure, is that when in power there is no party discipline to ensure the party compromises to pass legislation that benefits all fo the voters and nation.

If any government lost party discipline in Europe it would loose a confidence measure/finance bill and elections would be called where undisciplined MPs would be deselected by the party or local party organisations. It’s crazy to me that there is no way or willingness by the party to force rebel senators to cooperate with the aims of the party.

60 years old and a lifelong Democrat and I am just flabbergasted that the ineptitude and impotence of the democratic leadership in the house and the Senate and unfortunately in the oval. When Jefferson said "The tree of liberty must be refreshed from time to time with the blood of patriots and tyrants.", I think he meant the democratic party.

The leadership in the Democratic Party is to blame. Manchin has high approval ratings in West Virginia. Biden and Pelosi should be retired and Schumer is weak.
