On small sizes the Window$ cursor looks fine. But on bigger sizes it just looks awful. But I don't have to deal with that as I don't even use Window$.

By the way, the reason it was tilted is because it was easier to test if the mouse was touching something if it was the top left corner of the mouse image

This is for visual balance, which doesn't necessarily mean symmetry. Similar to how the three horizontal lines of E are not same, even the height of the bottom is a bit higher.
