There was no enchantment on Storm Breaker, so there is no need for someone to be worthy. The likely reason is that, with the enchantment on Mjolnir, Captain America can use Thor's powers while weilding Mjolnir, but not with Storm Breaker. This is what makes Mjolnir a more powerful weapon for Cap and Storm Breaker better for Thor.
