Who Is the New NATO Secretary General Mark Rutte?

Mark Rutte takes over as NATO Secretary General on Oct. 1, with a ceremony at the defense alliance's headquarters in Brussels. Rutte is no stranger on the international stage, having led the Netherlands for 14 years as prime minister. Now he faces a fresh challenge amid the war in Ukraine and with a looming US election. Bloomberg's Max Ramsay reports.
