Perception management. Was it French policy or was it the reluctance of greedy and lazy African chieftans of the past who satified their own needs at the cost of their people. You can take a horse to the water but a horse has to drink water itself. Many people love living off AID, free food etc. They now praise their new masters ( AID providers/ exploiters viz Infrastructure debt etc). Hopefully they will improve their own lot beyond praising their new mentors.

Niger is now 63 years independent from france, but it's still a mess like many black african nations. This is all due to lack of gouvernement abilitys in these nations. Look at Marocco and other nord african nations they were also colonys of france or other european nations, but they are doing much better then them. What heve we seen in those nations? Only war honger, groups fighting omong each other for 50, 60 years. Not every things can be blamed on the european nations.
