The officer asking for ID needs to be retrained at the very least. And be reminded that England hasn't fallen to fascism, as such the officer behaviour is unbecoming. He admitted to violating civil rights of other citizens.

Never give ID if you don't have to. If they want to threaten arrest, tell them to do it. It will be you who gets the compensation - there is absolutely no legal requirement whatsoever to show your ID on demand or provide an explanation for your presence. People just need to grow a backbone.

Last to my knowledge, there was no mandate in the UK to carry any form of ID with you when you leave your home. Considering the extreme numbers of individuals with no legal right to be in the country, I would support a mandate to carry ID and show it on demand, but cops like to pretend there already is such a mandate, they currently specifically target certain demographics that have a statistically very low probability of being here without a visa.
