The government could solve the high beam driving problem. All they has to do is put up street lights on the highway using solar to power them at nights. The more lights you have on the highway the less need for high beam driving.

Rented a car at Kingston airport and drove to St Thomas. Worst experience I ever had, people speeding, roads narrow, no street lights and on top of was raining and nighttime. Another occasion, rented from same airport to Ocho Rios. Very pleasant ride on the highway. 4 wheel drive is recommended.
