Scott McKay was the Fresno County Surveyor in the first part of the 20th Century. He reset many of the original Public Land Survey System (PLSS) section corners set be the Government Land Office (GLO) surveyors.

The monuments McKay set were routinely 4" diameter iron pipes, up to 6' long. The pipe cap was stamped in relief "FRE CO - SEC COR" or "S McKAY LS - SEC COR". The top of the pipe was filled with concrete and a bolt set in the center which came up through a hole in the center of the cap. The cap was then bolted down to the pipe. Over time, the pipe, cap, bolt and nut would oxidize together.

Most were set with the top of the monument 18'-24" underground. I've only found two with the tops exposed above the ground surface.

Scott McKay was the last of the elected Fresno County surveyors, elected to office in 1902, 1906, 1910, and 1914. He served until his death on May 4, 1918.
