I have to argue that putting googly eyes on statues is hilarious. You give a layer of absurd perplexion to an otherwise unshifting, bold, and solid medium. The difference between the amount of effort taken to make both is the irony and source of humor. A grand statue which took months, maybe even years to sculpt, and googly eyes made of plastic which were probably made in a day. Two complete opposites collide to make a fun, but short lasting visual spectacle.

Googly eyes are common but a wonderful form of vandalism. Not only are they easy to acquire and can add humor to anything, but they also don’t cause any real harm.
You can just pull em off, they don’t leave marks and an easy cleanup :)

That looks like either Mat or Pat dressed up as the pope.
"Mat & Pat" is a late 70s/early 80s Czech stop-motion cartoon that had popular re-runs throughout most of Europe in the 90s. The comparison is a bit far-fetched, but the skullcap Pat wore does resemble the pope's own.

There are some graffiti artists out there man, that can whip out some of the prettiest graffiti art you've ever seen.

I've even seen a few be paid by companies to decorate their building or interior with their incredible art.

In a city I used to live in, my entire walk to work alongside a busy road was buried in 2 feet of snow one year and the city wouldn't plough it. I seriously considered filling a couple spray bottles with water and food colouring and writing a string of vicious profanity in the snowbank along the entire street for all the drivers to see. All they'd need to do to get rid of it would be... to plough it.
