Alexei Sultanov plays those inner voices but only when the phrase repeats, creating a contrast in both sound and mood. I actually prefer his phrasing to Katsaris in these bars but this is exceptionally clear.

Hofmann, Godowsky and Rachmaninoff used to bring out inner voices like this to create counter melodies

Oh I played this piece recently! Interesting change in rhythm. It seems a bit more traditional, not using a pedal in the grace notes, but also the fact that he emphasized different notes at different times was interesting. It was a bit like a polonaise, with more emphasis on the third beat.

You should never decide without listening to this piece by Rachmaninoff. You can listen to the piece by searching for Rachmaninoff Plays Chopin on YouTube. Especially in the second iteration, you will understand much better what I said about the incredible performance of the grand master.
