This torque arm design is dangerous. The original inventors of this design are the Canadian company Grin Technologies. On their Blog they explicitly explain that they stopped manufacturing this design because it is unreliable and dangerous. The arm is too short, which means the force transferred to the hose clamp is too high and the hose clamp will not be able to stop the wheel from breaking an axle dropout if the motor torque is high enough.
