For the part it is right Russia has always had cesaro-papism. But regarding patriotism russians are rabidly patriotic and nationalistic, for the all intenses and purposes Putin is moderate ( and that is scary if think think that if his future succesor would be more in turn with general population outlook), so sorry at least regarding Russia it that regard he is wrong.
