My personal opinion.
1. Overkill in the case. I consider such a huge case to be excessive.
2. Water cooling is also excessive. Because the processor does not warm up to such a load that you need a water cooler.
3. They could have put at least a 4070 (ti/super) video card with the money saved, depending on the budget. I am more than sure that the computer was ordered by a not very experienced user and he will not need proprietary Nvidia CUDA technology.... Therefore you can buy a slightly more powerful video card AMD Radeon 7800 XT / Radeon 7900 GRE.
