optiplex + 550w PSU & $100 GPU is a legendary combo that will never end, Dell still makes optiplexes new. Imagine in a few years we are doing this with Optiplexes with i5-13500s and RTX 6050s

Keep in mind that it will require some case mods for a new psu, also you'll need a motherboard replacement because the motherboard uses a proprietary 8 pin power connector instead of the standard 24 pin.

Actually did this build, still use it today.
The mobo is hard to work with, you definitely need a power supply upgrade. And there are variants of the CPU you can find. I found mine with a i7-4770, slapped a MSI Ventus 1660 Super OC in it, swapped it, and installed a new PSU. Ran Death Stranding at 60 FPS. (If you plan to do a case swap adapters are required for the front panel. There are some YouTube videos covering it.)

exactly what I did for my brother's first PC, although the GPU I used wasn't as good (it was from my first PC build that I put together with graduation money, lol)

it runs great, though I plan to get him on the SSD train soon.

I got a 9020 mt with an i7 4770 in it for free, I also upgraded the ram to 16gb, the ssd to 1tb, and the gpu to a rx 6400 due to the low power consumption. All of it only costed me around 170 dollars and it can play most games at 60 fps at 1080p (some games need fsr or rsr).

Man, the used workstation PC with a budget GPU is really the unsung hero of the gaming world.
Just be careful recommending a PSU upgrade. A lot of those machines have weird power supplies that are difficult or impossible to properly replace.

its crazy how good gpus improved over 10 years.
like in 5-10 more years running any game 4k 240fps will be so easy.
not to add the crazy power efficiencey.
and also fsr will improve so much, its gonna be unreal.

i got a intel core i7 980x, 12gb ram, cool x treme cooler, 250gb ssd, 4 rgb fans, atx gaming case and a 500 be quiet psu for 140€. it runs valorant on 300 fps on high settings with 7 google tabs open and medal running in the background.
