As a mathematician and one who has taught algebra before I retired it is absolutely 7. This is not a controversy
except to anyone who doesn't know the rules of simplification and more specifically order of operations.

The problem is that old school calculators can only do one operation at a time. You input the first part of the problem and it gives an answer. You input the second part of the same problem and it treats it as a whole different problem rather than another part of one problem.

Its weird, I went through high school maths all the way to degree, and at no point was tought 'order of operations' acronyms. I think these questions are the equivalent to saying 'how should I read this sentence with all the punctuation left out'. Answer: it needs punctuation. Put in brackets etc and it removes the ambiguity. Noone writes down sums like this, or they shouldnt.
