Talon, an early-mid game ad assassin: cannot clear casters with one ability at lvl 9.

Almost every other mid-late game mage: clears casters with one ability at lvl 9.

So tl:dr the changes dont do anything, 5 dmg on passive early, barely noticeable. One more W every 7 casts (7*5 = 35+23 (400-377=23) =58 (enough for a rank 1 W)... 20 Ult dmg on rank 2 ult, by the time you are lvl 11 you re either in or out of the game, and its not like 20 ult dmg will make or break a kill at lvl 11... Probably just buffs to bait ppl into playing him, so they get better statistics. More W dmg wouldve been great so you dont need dmat to oneshot wave at lvl 7....
