Darth Maul was actually close in duelling to Palpatine. After Savage died and Palpatine stopped toying with Maul, Maul actually put Sidious on defence and when Sidious pushed him he actually was able to defend himself because of how good his offense and defence was, it was so good that for brief moment, he actually went on par with Palpatine in duelling. Not only that, Maul was actually one of the smartest characters. Maul was so smart that he was one of the only people figure out Palpatine’s plan even while he hadn’t told anyone
