For me "Test Circle" is the actual first custom track for being basically, custom in a way.

Test Circle: Proof of Concept for Custom Tracks, definitely paved the way for what was to come but I feel like it technically isn't its own track since its the model of Shy Guy Beach just with modified collision.

Lava Canyon: First full-fledged custom track, meaning it was the first case of someone taking the model, collision, and whatever else of a Nintendo Track, chucking it in the bin and putting something completely different in its place.

SNES Rainbow Road: The first largely successful attempt at creating a custom track, so successful that it remained in CTGP until 2017

It'd be cool to assume the first custom track was Lava Canyon since it's entirely custom and doesn't have "test" in the name, but it is what it is and for me Test Circle remains the first one nonetheless. The only way I wouldn't have counted it is if it were more of a texture hack rather than a model hack.
