When developing the Grand Army of the Republic, the Kaminoans placed captains at the head of companies, lieutenants over platoons, and sergeants led squads. The rank of corporal, traditionally bestowed on a squad’s best soldier, was rotated among the identical clones. However, the Kaminoans struggled to structure the upper echelons of command. Initially, they believed the Jedi would hold leadership positions, but officers were required during training missions. Their experience had taught the Kaminoans that grunts were a poor choice for leadership roles. To solve this problem, they developed special soldiers, designated as commanders. These clones required a balance of creative initiative and obedience. Leading small detachments, they were to serve as aides to Jedi Knights and fill a variety of roles. This program evolved into forty elite marshal commanders who served as a bridge between the clones and their Jedi generals, ensuring unity across the battlefield.

Ya know its funny, they’re built from mandalorians. (who also seem to struggle with upper management organization) which means without the Jedi there was a good chance the republic would have been split up into clone factions. Which would give a whole new meaning to the term clone war XD

Meanwhile, one of the most brilliant officers in the army (as admitted by even Cody himself) was a grunt.

Edit: yes, Rex went through ARC training like Cody did, but he's a CT (as confirmed in the Umbara and Siege of Mandalore TCW arcs), whereas Cody is a CC (as confirmed in Bad Batch). Rex was meant to be a mere grunt but, through some as of yet unknown feat of badassery, qualified for ARC training along with CCs like Cody.

This was what the ARC troopers were, at least in Legends.

Why?

Because neither Jango Fett nor the Kaminoans had faith/confidence in the Jedi as military commanders, so the solution was to create a chain of command link between the Jedi and the troops in the field.

Also, at least in Legends, officers were predetermined by the Kaminoans, but battlefield promotions were possible.

Not sure what the case is now with regard to clone officers

This is probably why Rex led the 501st but only got promoted to commander in the last few weeks of the clone wars - only clones with specialized training could reach that rank.

This is an exsample of where 2008 really messes up its storyline. As the clones across the board are way to individualistic.

I thoughg commanders and Marshal commanders were two different ranks, read somewhere that there were only 5 marshal commanders
