If I remember correctly, Goku was supposed to go Super Saiyan here, but it was changed last minute. I think they wanted Goku's ability to transform to be revealed to Pikkon much later. The animators weren't given enough time to reanimate, so they had to recolor Goku's hair. To be fair, this error kind of works in its favor.
