Yeah no bayle incantations are much better than flame serpent its not even comparable... Theres many flame incantations that are much stronger than that in the base game. Bayle incantations are better than almost all of those

Ghostflame only do magic damage, the "ice" you mentioned is frostbite buildup which will lead to frostbite procs
