This only works if the teachers restrict punishments to merely misbehaving. What happens when a teacher decides the best way to up grades is to kill any student who fails and exam even if they DON'T cheat. And, having done this, keeps making exams harder and harder in order to trim the population down to the best and brightest. Ditto the gym teacher, can't run a five minute mile, you're dead.

And, since a lot of teachers feel they are not giving their students as much education as they should have AS IS, with all the power in their hands, they might decide that the school day should be even longer, last year round seven days a week (not every teacher values their time off in the summer as much as the education they are giving.) and, eventually, turning all schools into boarding schools so they can be in control 24 hours a day (if parents will be killed if they protest, I imagine so will administrators.)

And the college thing may not be as rosy as it sounds. So more people get to go to college. Even assuming that colleges become totally subsidized (which they might, with the new laws, teachers could basically bully parents and authorities into giving them as much money as they thought they needed, ) how valuable will those degrees be. Part of what gives you a career leg up in having a college or graduate school degree is that it puts you in a smaller pool of "better educated" potential hires. if EVERYONE has a college degree, then they really don't give you any more advantage than your high school one did. You're better educated, but so is ever other person looking for the same job you are looking for. Most jobs now require a bachelors already to get all but the lowest paying jobs. Everyone gets a bachelors, you'll need a masters, everyone has a masters, you'll need a doctorate, even if it has NOTHING to do with the tasks you are actually going to perform.

About the only way it might really work is if teachers also got the ability to totally steer students down whatever career path they think they would be best at (rather than giving them a general education and then letting them pick their career path.) Each student rated very early on what skills they show, and given an education tailored to optimizing those skills for the betterment of the world. No more "junk degrees" or students wasting their lives on goals they just can't achieve (also no more of this Renaissance Man everyone needs to excel at everything nonsense. It was great back when a lot of college graduates were either going to just go back home to their noble estates, join the clergy, or basically becomes scholars for life but we just don't have the time in our lives to do that anymore all the way through university.)

The 50-minute mark implies that the school would side with the bullying victim instead punishing _them_ when they go to defend themselves, and the 10 day mark would also have to try punishing homeschoolers ... which is a recipe for parents fighting back with their own weapons.
