Not gonna lie, this would make a pretty funny rotating gamemode, everyone is cranked to 3000 with movement speed and maybe also multiply speed of every spell by 10, so the whole game feels like caffeinated squirrel

This bug is made possible by Qiyana, it seems that her bugfix made her enemies get 3000 MS around her lol.

New patch means more resistances and all champs so the need mobility to compensate now, I don't see anything wrong there.
