It was called the Stone Age. It was a time when people only had rock to work with. Coming out of the caves, they took the only knowledge they had (which was working with stone) and used it to make better living conditions.
I say the people because it's obvious that no one person could have done this.
How they did it, well they lived in caves so, I would guess; they had fire and living in caves may have lead them to iron and other forms of metals. They formed tools and together, with one vision in mind, they created these structures.

No one knows for sure but, give the human race more credit and creativity to do the things that leaves us in awe.

It's more likely it was a structure that was incased in a mud flow or was sunken by salidification then pretrifed... The structure was already thier.. and the petrified rocks fell away exposing this ancient building
