Usually after "to" comes infinitive, and after "for" comes gerund.
So, "look forward to" must be an exception to this rule.

Most people believe the "to" in "look forward to" is the infinitive "to", and therefore use the infinitive "see". We need to know whether the "to" is an infinitive "to" or a preposition.

.'To' is a preposition as well as infinitive. We are taught ( atleast in india...I don't know about other countries) that after 'to' the simple present forms of verbs must be used. Other forms of the verbs like 'verb + ing', past participle must not be used.

Well explained.
I wish you would do a video on the use of "i" and "me". So many people use "I" after prepositions,
He explained it to my friend and I. s/b to my friend and me. I hear it all the time.

The problem is that prepositions don't neatly translate between languages, and most mistakes people make is because they're using prepositions in English in the way they do in their native language

I'd say both are equal "Sorry I'm late" and "Sorry for being late" however, the only difference is assigning cause. "Sorry for being late" implies that it was not necessarily your fault.
