To be precise, Eren not actually using the Warhammer's ability, it's Ymir. It was even explained in the 2nd half of the Final Season where Armin said Eren is only doing what he told us, and that's marching with the Colossal Titans and continuing The Rumbling. Eren told the Eldians in "The Paths" that they can do whatever they want and he won't stop them, because they are "Free".
