Back in the time of Solomon if a woman did not have a husband she could starve to death. I think that is how young girls were promised to a young boy at an early age. Maybe Solomon had these wives so they would not die from not having a husband to take care of her. The city would soon die off without more and more people. At least these women had a way to eat and give birth to more children making the city grow. I'm not so sure he was that lustfull, he just didn't want his city to die off.
