It's not broken or turbo flutter it's a hks ssqv with a custom disc in it that separates the air into an almost whistle

That’s just the sound of the HKS SSQV. I’ve had several on several different cars. Yes they flutter on light throttle. On full throttle it’s more of a whoosh. I have yet to damage a turbo running one. It is the classic BOV sound found on so many Supra’s. And yes they flutter too. The Black edition on my FiST sounds exactly like this with the disc it came with.
