You can actually bypass this by making murder mode a free dlc. Then the dlc gets the higher rating, but the base game doesn't.

That is not how age-ratings work in germany, just something steam dreamed up. To get an age-rating, which is (more or less) needed to be sold in germany (online distribution is a grey area, as the law makers are so slow), you need to submit your game to the USK and pay a fee. They will play the game and rate it. Now I am no expert, but I'd guess your game would get a 6 or 12 rating, definitely 6 without the blood (might go down to 0), and even probably with it, as 12 was what Oblivion got.

That honestly sounds pretty fair to me.

Tho I guess it’s comparable to rates T and M and I think 17 (M) is a bit much.

I think the bigger issue is it’s vague about “blood” like with pixel art it’s inherently less graphic then CoD. So I think it’s just a weird legal grey area

I think it should be “realistic blood” and “cartoony killing” cuz like that’s not super graphic compared to other M rated games and frankly more graphic then other T rated games.

for this to work, have the 'murder mode' features that include blood as a seperate free addon, so that the main game is the rating you had, the addon is a higher rating, so it's optional and can be excluded if parents want that

If or when you add bosses it’d be a nice touch that murder mode changes up the defeat mechanic (or simply the animation)
