Wow. This guy just made excuses for secret service like him 'dropping the ball' (fig.) in certain situations of security. To when real security threat indicators 'looks to be getting real'. Is like saying 'excuse us for being left stunned'. "processing". A change in situation I thought should tell you 'it's real' & is central to their Training re Would be hiding gunmen/person.
