Is it common a tire to be unbalanced only inside? Just got new tires an noticed three tires have weights on inside and outside, but one tire have one clip balance only inside nothing outside. Is that normal?

you dont need to do an alignment every 2 yrs..it's not accurate. if your steering wheel is not shaking or tires are not wear evenly then u don't need to do an alignment at all. I did my alignment 6 years ago and my car is still good right now.... if u know what you are doing, u don't need to do an alignment
