I think it's because it would be streets that normal traffic doesn't commute on, and isn't pre-mapped, where they can throw as many variables as they want into a real-life demonstration with actors / stunt people and not endangering pedestrians on city streets. I think it would be easier to coordinate this than shut down a certain area of a city. They can introduce any types of situations they want, rather than be subject to the randomness of normal traffic.

I can't imagine hosting this event in CA will sway anyone who doesn't like Elon.

It's fun to ask people who don't like Elon to name a single CEO of any company they buy products from. The best they can usually do is Bezos, who they also hate, but admit they buy a ton of stuff from Amazon. They can never explain why this only matters for Elon and Tesla.

The studio makes sense for robotaxi level FSD demo drives without needing to get permits and also have specific multiple points on map to stop. It won’t really be challenging though as FSD 12.5 can handle more complex traffic / road situations. Hopefully they can demo reversing (which we know ASS is capable of doing) or next level FSD capabilities.

Doing it in LA area also gives 'easy' access to the regulators in the largest US car market to come rubberneck or ensure their underling staff could evaluate it for them too. Yes, many of us 'fan' types would love to attend, but for 'common folk' won't be invited I'm sure. This is also a case for media to set up and get well staged shots (and Tesla to get some great B-roll to release) for it as well.
