Sammy Garcia, the NPC in question, can be played like a normal sim if you convince him to reveal enough of his past to you, and he'll remove the bear suit too.

The bear reminds me of that one kids show where there’s different coloured bears with cutiemarks on their bellies

If you choose enough special interactions, he can remove his costume without adding him to your household.

Umm, talk to him about his costume enough and he will take it off, a new ring bear will spawn but Sammy will stay human and can be married and romanced from that point on

Actually it's not really "a big secret" after completing the quest you have the option to talk to him again and he will tell you a bit of his story. After this, he decides to remove the bear costume for good. When you find Sammy (The man in the bear costume) again, he walks around like a normal NPC without the costume <3

You don’t need to cheat it, if you complete his quest and talk to him after he will take it off

You can date him after you complete the quest fully he married one of my sims and now has max painting skill and has 2 kids

He took the suit off in my game after I completed the ring quest and chose the “ask about best costume” (it turned to plead about answers of best costume tho I think bc I alsready asked him so much lol). I’m not sure if this is bc I pestered him about it a lot, or bc the challenge was completed. He he CAN take it off himself

I got a better secret. You don’t have to cheat to make him a normal sim. Just finish his quest and you can go back to talk to him and plead for answers about the bear costume and he will just take it off and become a normal dude.
